James T. Carroll, III (Jim) is the Director for the Hampton Roads Small Business Development Center and Vice President for Small Business for the Hampton Roads Chamber of Commerce. The center provides educational resources, private and public sector referrals, one on one counseling and training and education programs for small businesses in an 18 city and county area in southeastern Virginia and the Eastern Shore.

Jim’s professional background is all about identifying goals, communicating the message and moving forward – just like a business. He devoted 21-years to the United States Navy as a Naval Officer. He qualified as a Surface Warfare officer and earned subspecialties in communications and political-military affairs. As the Assistant Chief of Staff for Communications for US Naval Forces Central Command, Jim coordinated and directed all communications for the Navies of 18 Nations during the Gulf War. He also served as an instructor at the Royal Naval Staff College in London and developed an MA program in Defense Studies with Kings College and the University of London for the Royal Navy.

Since his military retirement in 1995, he has been giving his time and expertise to numerous organizations.
