Howard Waters is Chief Operating Officer & Partner with Collins, Waters & Bridgman Advertising in Newport News & Williamsburg. The agency, founded in 1960 by Howard’s father, serves a wide array of clients primarily in the financial, tourism, healthcare, economic development and real estate industries. Howard began his advertising career as a media buyer for the agency in 1975. His other positions have included Account Executive and Executive Vice President. He became President in 1984. In 2003 a new partnership was created with Paul Collins, the former Marketing Director of Lanier Worldwide and Sandy Bridgman, Chief Marketing Officer and a 26-year staff member of the agency.

Howard has served as:
Chairman of the Board - Thomas Nelson Community College; Chairman of the Board - Virginia Peninsula Chamber of Commerce; President - Peninsula Rotary Club; Governor (3rd District - VA, NC, SC) & National Director-American Advertising Federation; President - Advertising Club of Hampton Roads

Other Boards he has served on include: Hampton Roads Academy, Peninsula Fine Arts Center, United Way of the Virginia Peninsula, Selective Service System, United Jewish Community, Virginia Living Museum and others.

He was appointed Chairman of the Newport News/Williamsburg International Airport Task Force by Newport News Mayor Joe Frank in 2003.

In 1999 he received the annual Silver Medal Award from the Advertising Club of Hampton Roads for career achievement in the industry. That same year he was presented with the Humanitarian Award from the NCCJ (National Conference for Community & Justice-Formerly the National Conference of Christians and Jews). In 2000 he received the Legion of Excellence Award from the American Advertising Federation’s 3rd District which includes Virginia and the Carolinas - one of only 7 people to receive that award in the 23 years it has been presented.

His ad agency has won literally hundreds of advertising awards. A documentary about local Holocaust survivors that Waters co-produced and co-edited for the United Jewish Community of the Virginia Peninsula won a regional Emmy Award in 1997.

He currently serves on the boards of the Peninsula Rotary Club, Salvation Army, Rodef Sholom Temple and the Airport Task Force.

Waters is a graduate of Hampden-Sydney College. His hobbies are tennis, golf and cooking. He lives in Williamsburg with his wife Sandy, a marketing representative for M. Hayes and Associates, a managed care company. They are the parents of a son, Leonard who is employed by the Casey Auto Group and attended Christopher Newport University.
